| This paper briefly reviews the history of the quest to preserve declarative knowledge--from oral transmission in ancient times to the World Wide Web today. It follows with a discussion of Wikipedia's valuable contribution to education in general, and language education in particular, then argues that efforts to provide the Internet community with a high-quality reservoir of knowledge deserve institutional financial support. |

| This article reviews some theories and predictions about population, then suggests some simplified mathematical models that demonstrate that fertility rates, rather than longevity or the timing of parenthood, drive population growth. These models show why a total fertility rate close to the replacement value of 2 children per couple would minimize the burden on the tax-paying, child-raising generation. The paper goes on to discuss the dangers of a Malthusian catastrophe. |

| An earlier paper (Blair, 2005) explains how the two major political parties in the United States perpetuate the two-party myth, use the spoiler effect to keep power for themselves, but shift blame for distorted elections to third party candidates. This paper follows up to suggest a simple and easy solution to (1) eliminate this distortion, (2) make every person's vote count, (3) provide a more equitable distribution of political power, and (4) thereby help alleviate political apathy among potential new voters. |

| This paper explores the distinction between weight and mass in the Scientific Discourse Community (SDC) and relates those scientific terms to the way they are used in the General Discourse Community (GDC). In the process it describes the linguistic complexity of normal word use, tries to discover why high school physics students might find the scientific distinction confusing, and suggests a linguistic solution. |

| Asao (1997) lauds use of the Internet in teaching English as "a new paradigm of language learning." The Internet can be used in two ways. It can be used as a research tool to help students locate and synthesize knowledge and also as a means to communicate their findings and ideas to a world-wide audience (see Rule, 1997). This paper will briefly describe a research seminar that makes use of the Internet in these two ways and discuss some of the basic issues in (a) teaching Internet research and writing as a process, (b) designing attractive but simple webpages , and (c) managing a website that will effectively display student research papers. |

America's traditional
language policy
has been one of laissez-faire rather than intervention. Yet the recent political debate between advocates of English Only and English Plus has made such a hands off policy less and less tenable. As members of the public have become increasingly aware of and sensitive to their legal rights, the courts have been finding it necessary to step in and provide some legal structure.
This paper focuses on de jure national language policy: the statutes that define federal policy and the judicial decisions that interpret it and restrict state and local policies. The paper explores both (a) their relation to constitutional principles of due process, equal protection, and free speech and (b) the judicial process that mediates this relationship. |

| This paper reviews the background of the Japanese in America and the U.S. Government's wartime decision to evacuate them from the West Coast. It then describes the American Civil Liberties Union's efforts outside of court to formulate its own policy and oppose that of the government. | This paper attempts to affirm the importance of sentential constituents and the parsing process itself to English language competence. It includes a brief review of various concepts of parsing and explores some of the most prominent theories of psycholinguistic parsing to arrive at a general framework that generates some interesting hypotheses to be investigated. It further proposes the investigation not only of the parsing system of native English speakers, but also the role of parsing in learners' Interlanguage systems. Finally two specific, concrete research tasks are presented. |
